HP Laptop Boot Loop

I am encountering a boot loop problem with my HP laptop. Upon startup, it shows the HP logo and loading dots for about 11 seconds, then goes to a blank screen for approximately a minute before automatically restarting. The power button does not turn off during this cycle.

Troubleshooting Steps Taken:

• Tried hard reset and accessing BIOS/UEFI settings.
  
• Unable to boot into Safe Mode or recovery environment.

The Bootable media solution doesn't work. I have a USB drive with windows 10 and did the bootable media tool with it. I tried restarting the PC with the USB in it and does not work. When using the hotkeys that are for HP laptop, my BIOS Setup menu (F10) requires admin password. When using Boot Manager (F9) it gives me two options.

• OS boot manager (UEFI) - when clicked it restarts the system with no change.
  
• Boot From EFI File- when selected. It brings me to a File Explorer screen, only option I have says "NO VOLUME LABEL, [PciRoot(0x0)/Pci(0x13),(0x0)/Sata (0x0)(0x0)(0x0)/HD(1,GPT,3865FAA0-26A2-4C57-968945A090ED7A5E,0X900,0X82000). When selected it gives me two options. One of them is System Volume Information which does nothing when selected. The other is EFI which is also useless, it has 3 options
  
  • Microsoft- has 2 options . Recovery, which when selected does nothing. Boot, when selected it has what it seems like language versions of Windows but when selecting the english one it just has bootmgr.efi.mui , memtest.efi.mui , bootmgfw.efi.mui
    
  • Boot- boot has 1 option when selecting it. when selecting that one option it just restarts but does nothing.
    
  • HP - HP has 5 options, (SystemDiags , BIOSUpdate , BIOS, HP Support Framework) All of which do nothing, BIOSUpdate and BIOS has things you can select but they just restart the computer.
    

step 1. System Restore doesn't work. I get a popup window saying "To use System Restore you must specify which Windows installation to restore. Restart this computer, select an operating, and then select System Restore.

step 2. I don't have the uninstall updates option. The only closest option that I have is "Go back to previous version" but that doesn't work either. I get this screen that says "We ran into a problem and wont be able to take you back to the previous version of Windows. Try resetting your PC instead (Troubleshoot >Reset this PC)"

step 3.

• a. doesn't recognize bcedit as a command. also when trying to do DISM /Online it gives me " Error: 50 DISM does not support servicing Windows PE with the /Online option. The DISM log file can be found at X: \windows\Logs\DISM\dism.log :\windows\system32>"
  
• b. when running chkdsk /r /f. It gives me " The type of the file system is NTFS. Cannot lock current drive Windows cannot run disk checking on this volume because it is write protected X: \windows\system32>"
  
• c. i dont have internet hooked up to the laptop
  
• everything else I am unable to do because I cant access drive selection.

Im having issues with an HP Notebook 15 laptop. It'll only boot in a screen that has troubleshoot and turn off your PC. I can't boot into regular windows and it wont let me change boot drive. I have to bypass the admin password but my client doesn't know the admin password either. Also this person seems to have the same problem as me
