Windows 10: HP Omen laptop fan is ON all the time

So I have an HP Omen laptop 15-dc1088nr, I updated it not realizing it was an update for Win11, I didn't mind it since I liked the way it looks now and so far no problem with Win11. But I have noticed that my fans are constantly on and would spin very loudly and would only let up for 5-10 seconds, to the point that the constant noise of the fans is annoying and high pitched which makes it more unbearable. The fans would be ON consistently even when not gaming, even when writing an email with chrome, MS word on, anything really, and it always happens when it is plugged in. When I unplug it, i
