Windows 10: HP Pavillion X2 10-n202 stuck in factory reset - unable to press f1 or f2

I’m trying to set my old HP X2 convertible tablet/laptop back to factory settings in order to pass it on and it is stuck in the blue screen, asking whether I want to clear the TPM. “Press f1 = accept, press f2 = reject”.I’m unable to press either because it is not recognising the touchscreen or keyboard since the reset process began and the volume, cortana and power buttons don’t allow me to toggle between the options. Any suggestions would be gratefully received!

Finally got it past the watchdog violation reset the computer and went through the factory reset all over again and now it's still stuck on the black screen with the blue screen inside it trying to reset the TPM it will give me option for press F1 for yes
press f2 for no but still will not allow me to do either one is there something I'm doing wrong here or do I have to get an external mouse or an external keyboard in order to press these.

 

Function key F1,F2 not working

I am unable to use function key F1,F2. If I press the FN & then use the function key It is working.
