Windows 10: HP Spectre x360 - slow until turned off and on again / crashes when coming back from sleep

I've been using the laptop (HP Spectre x360 - 13-aw0023no) with no major issues for a while, but I think from the last BIOS update (which you can't roll back as far as I know), I've been experiencing 2 major issues:

1. 
   I noticed actions became significantly slower in Windows, from Firefox to just loading files before they become visible, etc. It looked as if the CPU had underclocked itself as turboboost was not turning on and temperatures never went higher than ~65C (while CPU was at 100% util) when they normally reach ~80C in normal usage (with less than 100% CPU util). This is especially noticeable in games, eg Overwatch runs at 60fps at around 65C no issues, but if I didn't restart it that day it would slog at around 20fps with 100% CPU util.
   
   
2. 
   I started noticing my laptop restarted at night several times in a row, according to Event Viewer it seems to have a generic "unexpected shutdown" every time I tried to bring it back from sleep. This is when I noticed issue 1. as the system felt much faster after crashing.
   

Some more info:

1. 
   Restarting doesn't fix issue 1., but shutting off and turning on does
   
   
2. 
   Hibernate doesn't seem to cause an unexpected shutdown, but sleep does. Issue 1. continues after hibernate
   
   
3. 
   Using latest BIOS and latest Intel graphics drivers. I've also tried downgrading to last HP recommended Intel graphics drivers but it seems to make no difference in regards to the issues.
   
   
4. 
   Already checked Power Options to make sure nothing is affecting it, I'm using Balanced (Best Performance) and max CPU at 99% instead of 100% to avoid turboboost going off during gaming, as it looks like HP messed up the fan curve at some point causing CPU temps to easily reach 100C and shutting off the laptop at times.
   

Any ideas?

HP x360 Spectre Windows Hello No Longer Working

Thanks for the suggestion. For reference (for people coming after me trying to find a solution), the steps Lee is suggesting are as follows:

• Device Security > Security Processor Details > Security Processor Troubleshooting > Clear TPM

Appreciate the help, Lee, but resetting the TPM using the process above didn't work. All it did was make me reset my PIN and sign in again via my Microsoft account. As I mentioned in my initial post, I have an HP Spectre
x360 Convertible 13-ae0xx, so I've been using the drivers found here:

Also as I mentioned, the latest drivers are installed - that's always my first go-to solution (other than turning it off and on again! ).

Any other suggestions?

• What is the Version and Build of Windows 10 installed on the PC? (Type
  winver in Windows search/Run command)
  
• What happens when you open the Camera app?
  
• Are you not able to see the webcam driver under Imaging devices?
  
• Are you aware of any changes on the PC prior to this issue?
