Windows 10: Hspa Modem 3G Modem Not Working , Only Intializes

Hi there , i have a problem with my HSPA modem 3G, driver version 2.0.5.9. It works well on windows 8 and i am using windows 11. I did upgrade my computer from windows 10 to 11 Pro 23H2 last year and it worked well with my windows 10 . I tried to do compatability troubleshoot with windows 7 , 8 and even XP. I tried to run the program as administrator but nothing happens. When i plug the modem it keeps on intializing and does not connect. I checked the Device Manager and it displayed some yellow error icons and when i go into properties of the modem it displays this description Windows cannot

Data Card and HSPA modem

Iam using windows 10 for my Dell E5410 Latitude laptop .I have problem in connecting my
BSNL 3G Data Card LW272 of Teracom , Data card software I have installed but it is not connecting to network and I have found
same problem in Window 8 also .I have checked in web also As per company’s requirement it needs
HSPA USB modem but it is not installed in Windows 10 and I have installed on my friend laptop of Windows 10 there also it is doing same as in my system both of us have genuine version of Windows 10 but It is not able to connect data card but all
other data cards like MTS data card is working so please tell me a solution for

HSPA 3G Modem not detected properly

Im using (telenor) mobile internet on my computer. 3G Modem is some Huawei with dual bands GSM and 3G, if needed i will give specific details (cant unplug it atm). I can connect to internet and all but there are two problems.

1. Windows does not meter any traffic made using connection from that modem.

2. I can not set my internet connection to metered (there is no option for that) and windows just eats all my bandwidth.

Any suggestions except to roll back to old good 7 or maybe even XP?

EDIT: Actually its not Huawei modem as i through, its Alcatel One Touch x230d (info on back panel is completely gone but i got IMEI from device info)
