Windows 10: I accidentally turned on PCI LOCK on msconfig and now I'm stuck on sign in screen

I accidentally turned on PCI LOCK on msconfig and now my pc is stuck on sign in screen, I've tried literally everything. It doesn't let me enter recovery mode/advance startup. I tried resetting it but it failed. I'm on windows 10 ,my computer is HP Compaq Elite 8300 SFF.

Different Lock Screen Picture When Turning On The Computer

Hi Bree. I went to that location and I apparently already have that option set to On. So I was hoping if taking it a step further would fix it, yet it didn't:

What I did was turn Off that setting, restarted the computer. Then after the computer finished loading, I went back to that setting location and turned it back On. I restarted the computer hoping that this 'probably' fixed the little bug, but nope, I accidentally forgot to cross my fingers, hence the Man Cave still haunts me.

Step 2b is labeled as Change the Login Screen Image, but the steps show you how to change the Lock Screen image. Step 2a is irrelevant. It only tells you how to change the desktop background.

What I want to do:
Set Spotlight as the LOCK Screen Image(s) - Done
Set the Win 10 Hero Image as the SIGN IN Screen Image - This is the one that shows after you click on the lock screen and you are able to type your password. If I uncheck "Show Lock Screen Image on Sign In Screen", it shows a solid blue background behind my Password box and user image. This is what I want to change to the Hero Image....

 

Lock screen image stuck

I have one PC stuck with the mountains lock screen image and another one with a nicer but still stuck image with the "thanks for sending us feedback" caption, usually there's do you like yes or not.

Is it a problem on MS end this time? I tried the reset steps so many times, usually after 10-15 minutes the lock screen picks up when there's the mountain one for any reason, but not this time.
