I am changing my lock screen wallpaper and it stays until I restart my pc. After a restart, default wallpaper appears. is that a bug or am i doing something wrong? and its windows 11thank you

  From Desktop, right click and select
  Personalize.

  In Personalization window, click on
  Lock Screen in the left pane.

  And choose wallpaper you would like to apply for the lock screen by choosing the browse option.

Lock screen image changes after restart

Is the account you are signing in to is a Microsoft Account or a local user account?

We suggest that you create a new local user account and see if the lock screen reverts back when your device restarts. You may follow the steps below on how to create a local user account:

• Click the Start button, then select Settings
  > Accounts > Family & other people > Add someone else to this PC.
• Enter a user name, password, password hint, and then select Next.
