Windows 10: I am confused about my activation problem

I just switched out my windows 10 motherboard and CPU in order to upgrade to windows 11. It was a W10 digital license. Now there is a glitch and Activation for Windows 10 can not link my digital license. I tried many things recommended by prompts. Then, I may have made the mistake of removing the old version of this computer in my MS account. I thought the license would then be available for the new upgraded computer. The Troubleshoot code is 0x803FA067Furthermore, a MS rep told me on the phone if anyone did an upgrade from windows 7 or 8 the license for windows 11 is not free. I thin

The other reason I suggested this is that users can add characters to their username that are not alphanumeric (e.g. user*). This confuses things somewhat when looking at the list.

I suggest you to go through Phone activation to activate your Windows 10 copy.

To run Phone activation please follow the steps below:

• 
  Press Windows + R key.
  
• 
  Type slui 4 and hit enter.
  
• 
  Select the Country or
  Region.
  
• 
  Follow the on screen instructions.

I HAVE A PROBLEME WITH BLUETOOTH ON MY NOKIA 6700 CLASSIC ........... BLUETOOTH can't be activate.

• settings
• connectivity
• bluetooth
• activate

but he doesn't activate ........................................... so please help me!!!! .
