Windows 10: I am locked out of my local administrator account because windows hello login is forced on

In summary the issue I want fixed is having the "smartcard login is required" message fixed as I do not have a smartcard or anything set up with windows hello in order to run things as admin on my main account.I have two accounts on my pc, and I wanted to use the local admin account to elevate my main account from a user to administrator status as I reset my windows therefore my main account was reset to its default user status. but as you can see from the question, I cannot log into the local administrator account on my pc due to windows hello being forced on with no way of turning it of

Locked out of local administrator account

My Windows 10 local account has been locked out on a stand-alone offline computer. It is the administrator account and the only account on the PC. I cannot get back in as the account lockout duration was set to "0" - permanently locked until administrator resets.




This PC is deployed as a server for a plant SCADA system. The customer requested for the following settings:
Account lockout duration: 0
Account lockout threshold: 6 login attempts
Reset account lockout counter after : 99999 minutes

After the wrong password was entered 6 times, the account became permanently locked. There is no other account to login with. There are no security questions as this is a business use account.

I have tried changing the system time in the BIOS but the account lockout status persists. T

we appreciate your effort in troubleshooting the issue and providing us the detailed information.



In this scenario we would suggest you to disable and the enable the
built-in Administrator account using the command prompt from a different administrator user account and check if the issue persist.



Steps to disable and enable the built-in Administrator account.

1. Click on Windows Search/Cortana and type
   CMD, right click on command prompt and select run as admin.
   
2. Type Net user administrator /active:no
   and hit enter key to disable the built-in Administrator account
   
3. Restart the PC and login to the
   Administrator account and perform step 1.
   
4. Type Net user administrator /active:yes
   and hit enter key to enable the built-in Administrator account

Local Administrator account will not login

For Step 1, there was no option for requiring (or not requiring) a password.

I adjusted the account name, gave a new password, applied the change, then tried the login. That failed.

For Step 2, I created a new account, and made it an Administrator, but the login again failed.

For Step 3, the account was created, but the login failed again

.... frustrated, I re-enabled the built in Administrator account and was able to log in

I'd still like to know why these other accounts failed to login, though.
