Windows 10: I am lost

I recently decided to reset my computer inspiron 3252 and ever since have not been able to log in to accounts, with it saying “user profile could not be loaded”. I tried using safe mode. However, i am just left with a blank, white screen where the hotbar flickers from time to time. I was able to access user files but there seems to be several that have been deleted I had not touched them every time i try to repair with admin commands, i hit a roadblock. Several errors have occurred, while /scannow says that my files are fine. DISM doesn’t work either, as it says that Error:3 has occured.
