Windows 10: I am not able to enter pin code in my laptop

My laptop's screen was blinking so I googled it that what to do in this situation so it suggested me to run a command by doing Windows button + R, I runned that command in my laptop after running that command it was showing me to restart the laptop, I restarted it and after that I am not able to enter the pin code and it is showing "The system detected an overrun of a stack-based buffer in this application. This overrun could potentially alow a malicious user to gain control of this application"

Entered wrong PIN code

I am new to the PC and Windows world.

I bought a new program and it downloaded but I can not install it because i entered the wrong PIN code too many times when I tried to open it. Tried to restart after following the steps for PIN code change. Same message again, enter PIN code.

Can't enter PIN for Headset

I'm grateful for your replies. I obviously haven't done a good job of explaining. Here are snips of the windows involved. I have done all the steps suggested, but I can't directly enter the PIN in the larger window. That seems to be my only problem. Plantronics hasn't answered yet, but I'll hope they come through.

Meanwhile, we suggest that you follow the troubleshooting steps given by
Dennis Mop from Microsoft on this
thread on deleting the NGC folder using an administrator account and see if you'll be able to set up a pin afterwards.
