Windows 10: I am unable to access microsoft account settings in word

This whole fiasco started when I needed to set up a new microphone so that I can dictate in word. I installed the microphone and set it as my default audio input. It shows that it hears me. Then I went into word to to set up privacy allowances. It would not let me sign into my account, so I had to change my password. Now I am signed in, but it will not allow me to access account settings. This has been an infuriating process for about 5 hours now.

Settings can't be opened using the built-in administrator account

Unfortunately I have the same issue as Dabz from upgrading win7 to win10.
I've tried opening settings using all the suggested methods and it will not load using my account with Administrator access nor the built-in Administrator profile. I also tried other methods not listed such as using Run. Control panel is just a stepping stone to add users in Settings.
I'm also having explorer.exe issues, which I believe is preventing Settings from loading.
Using cmd (Admin) I successfully created a new user profile [and granted admin access also using cmd (Admin)], however win10 will not allow this account to log on. win10 does not list this new user within control panel but it does in the start menu. win10 will not allow to log in or switch to the new account via the start menu either.
I can access settings in Safe Mode but this will not allow me to create a new account.
Any help/suggestions will be greatly appreciated.

Unable to access Cortana, Search box, Settings on Windows 10

• Have you made any changes to the operating system prior to this issue?
• Is this issue persists on Microsoft account/ local account?
• What is the Windows troubleshooter you have deployed to resolve the issue?
• What is the exact error code/ error message of this issue as we are unable to access the links provided?

Try few of the below troubleshooting steps if not yet tried and check if it helps.

Step 1: I suggest you to log-out from the current user account, restart the device, log-in with Microsoft account and check if the issue persists.

Step 2: I suggest you to install all the pending updates after upgrade to Windows 10.

1. Connect to the internet.

2. Press
Windows key and type updates.

3. Click on
Check for updates.

4. Under
Windows Updates, click on Check for updates.

5. Try to install the updates being shown.
