Programs unable to access webcam

I posted a few days back under Thread/Question Title the Problem with USB HDMI video capture device. Looking into it further makes me realise the problem isn't related to drivers etc for the USB HDMI video capture device. The software I am triying to use treats the capture device as a webcam, so I have disconnected the capture device and plugged in 2 different webcams, both of wich show up OK if I use the windows camera app but neither of them work in the 2 programs I want to use Debut and Corel video studio. Something is blocking the access please see attached images of Camera settings along with settings on my AV program AVG OBS which is also shown on the AVG Blocked/Allowed screenshot works correctly and can acces the camera (or capture device if it is connected) Any suggestions would be appreciated, hope the above makes sense, thanks in advance Rebel

There is a possibility that this is due to . To properly isolate your issue, kindly verify the following:

• Did you encounter any error messages?
• What troubleshooting steps have you done to troubleshoot the problem?
• Which Windows 10 version/build is currently installed on your computer? To check, type
  winver in the search option.
