Windows 10: I am unable to choose wallpapers from the personalization menu

I have a dual monitor setup and previously I was able to right click the desktop, go to personalize, right click a picture and choose as background for display 1 or display 2.


Now for some reason both displays have the same wallpaper and when I go to the personalization menu I still have my picture choices but nothing comes up when I right click them. Additionally if I left click a picture, the menu closes but nothing changes. I can still right click a picture and set as background, but it sets it for both displays and there is no option to set as background for display 1 or display 2.


I have updated windows, updated my graphics card, updated all drivers, uninstalled and reinstalled both the display adapter and both monitors. Nothing seems to work.

  Are you not able to choose the directory where the wallpapers has been saved?
  

As an initial troubleshooting step, I suggest you to restart the computer and check if you are able to successfully change the lock screen wallpaper.

  From Desktop, right click and select
  Personalize.
  
• 
  In Personalization window, click on
  Lock Screen in the left pane.
  
• 
  And choose wallpaper you would like to apply for the lock screen by choosing the browse option.
  
• 
  Close the Personalization window.

How to Personalize Desktop Wallpaper

You can personalize your desktop wallpaper by simply following the steps below:

• Press Windows key + I to open settings.
• Click Personalization.
• Click Background.
• Click Browse to open File Explorer.
• Navigate the folder to choose a photo that you desired.
• Click Choose picture to finish.

The preview window gives you a sneak peek of what will your desktop looks like if you change your desktop wallpaper.

Go to the folder location and check if the default wallpaper inside the folder.

• 
  Open file explorer and go to C:\
  drive.
  
• 
  Open Windows folder and open Web folder.
  
• Now open Wallpaper folder and check each and every folder this folder will contain the default wallpaper.
