Windows 10: I am unable to execute .exe files on Windows 11.

I am unable to execute .exe files on Windows 11. I always get the message that the file cannot be found, although it is present. I've tried several solutions to fix the problem, but nothing works. I am unable to start programs like command prompt or Power Shell as an administrator. Tools like taskmanager won't start. In the command prompt, regedit does not work. My user acccount has admin rights but I'm unable to create a new account with admin rights. I ran Norton Anti virus, it says my system is clean.
