Windows 10: I bought a new HD and used the media creation tool to load the OS' but it ....

Will not take. it goes through , the motions of trying ,asks all the questions, I pick where to load it, it starts it says its loading, then it says its loading updates, then it says it has to restart to finish in 10 seconds...and it restarts the whole process again. please help. I've tried both thumb drive and ISO. Thanks for your help, oh the only versions I've tried are 17763 and 1809
