I bought a new laptop on 24th of April Its windows version is still 22h2 How should I upgrade to 23h2

New laptop shipped with Windows 11 22H2, after applying all available updates, Phone Link for iOS not available

I have a new Lenovo Slim Pro 7 that shipped with Windows 11 22H2. I've applied all available updates, including optional updates and turned on the option to receive new features early. I haven't been offered any of the features released in 2023, including Phone Link for iOS. I read a support article that said you need a specific update first which is available as an optional update but I don't have anything waiting for me. I assume that there's some compatibility issue so all updates are being held back. I've updated all available drivers for the laptop using the Lenovo update tool. Any idea what might be missing? Is there a "blocking" update list somewhere I can see what might be blocking the updates from coming through? My previous laptop had everything up to 23H2 so I feel like I've gone back in time.

Cannot update Windows 11 to build 22h2

Need more help than support web site offers. I would like to update a Windows Pro 21h2 to 22h2.

I've tried every suggestion at Troubleshoot problems updating Windows - Microsoft Support short of "Perfrom a clean installation of Windows 11." That list is comprehensive and includes everything I would have thought of on my own and then some. None of the troubleshooting suggestions solved the problem. The system in question is a Lenovo ThinkCentre M90n desktop running Windows 11 Pro Version 21H2.

In addition to all the steps at the above link, I've also tried installing by using Windows 11 Installation Assistant. Installation Assistant downloads and goes through the long installation process. But then very shortly after the reboot starts, it says, "Undoing changes" and boots back into the old build.
