Windows 10: i can not change background after update 2020-04 in win 10

i can not change background after update 2020-05 in win 10

i can able to change theme but background has solid black color that i can not change


i was able to change color in specific file at below location, but i can not change any other file as background

C:\Users\Administrator\AppData\Roaming\Microsoft\Windows\Themes\CachedFiles\CachedImage_1920_1080_POS4

in group policy editor everything is "not configure"
