Windows 10: I can not make shortcuts to launch a program from desktop

Example Razor.exe launch's interface from install location. Cannot create shortcut to desktop ". . . . check to see if the disk is full". C partition has 100 gigs open. Just re-installed program. Other shortcuts don't work. A right click I on desktop under new only shows new folder and about another 5 attempts using power shell as admin and dropping security and allowing anything to make changes.FYI an NVMe drive went out but was sanitized and I have not yanked it out yet so running off of spinner. Desktop Shortcut Icons

The desktop shortcut created for a specific website should bear the website's actual logo. With what you've experienced, there could be something wrong with how the shortcut was created.

If you've created the shortcut by selecting Create shortcut, then we suggest that you try the other way, that is by dragging the website icon that appears in the address bar to your desktop. Follow these steps:

• Using Internet Explorer, access a website.
• Once the website opens, you will see its icon in the address bar.
• Click and drag the icon on your desktop.

The website shortcut bearing its actual logo should now be saved on your desktop.

Missing Firefox shortcut from All Apps menu

Hi,

Welcome to Microsoft Community.

• 
  Press Windows + R keys to open run window
  
• 
  Type Firefox to launch firefox
  

If it launches, you may try to create a shortcut of it by following the steps below:

• 
  Windows + E keys to open Windows explorer
  
• 
  Select this pc and select C: drive
  
• 
  Open Program files and right click on firefox and click on Shortcut on desktop.

Delay launching programs with keyboard shortcuts

From reading around, my understanding (and I stand to be corrected) is that the 2-3 second delay is a Windows default delay where Windows searches for any other app or program running at the time on your PC which MIGHT have the same shortcut as the program you are running and switch over to it instead of running the program initiated by your shortcut. In case of any unresponsive or misbehaving app or program, Windows waits 2-3 seconds before moving on to the next running program.

As regards the store and settings, I would try to reset at least the store app as per instructions here :
Clear and Reset Store Cache in Windows 10 | Windows 10 Tutorials

I would also disable fast startup at least once and do a full shutdown and restart as often times it helps to get rid of some bugs in Windows.
