Windows 10: I can only see my old PC when I click on "I changed hardware on this device recently" from...

Hello,I'm having a problem transferring my digital Windows license to a new hardware.Old PC:-My old PC has Windows 10 Pro on it, with a digital license connected to my Microsoft account, the license is a Retail I made sure it's Retail by typing slmgr /dli.New PC:-I installed Windows 11 Pro on my new PC, I logged in using the same Microsoft account, I chose "I don't have a product key" in the installation, when the installation and updates completed, I went to "activation settings", the activation status is "Windows reported that the hardware of your device has changed. Error code: 0xC004F211

Thanks for the suggestion.

When I tried this it cleared the key from my registry and uninstalled it. When I rebooted the status said "no product key found" but then when I used the troubleshooter it detected the same product key and populated automatically.

I am still seeing the same behaviour with the "I recently changed hardware on this device" wizard.

Under my account page I can see that I have 3 devices attached to my account (1 is my now old pc) and I think my device limit is 10 anyway so not sure what's going on.

 

Recent Hardware Change

I recently changed some of the hardware in my PC and now my product key isn't active anymore. I have tried the steps that microsoft offers to fix the issue but my PC cannot identify my product key prior to the hardware change. I cannot call microsoft because
I am living in Japan, and microsoft japan doesn't have an english option. Is there a way to talk to microsoft directly other than the automated chat or the toll line which i cannot call from japan?

 

Windows Reactivation After Hardware Change (device missing)

After fully changing the hardware of my PC, windows 11 is not activated. l logged in with my Microsoft Account on the machine and tired to troubleshoot it, l tried using the "l changed hardware on this device recently" but in the list of device l can't see my new device even though it can be found in the list of devices at My Microsoft Account.

Why is my device missing and how can l reactive my windows?
