Windows 10: I cannot access my laptop.

So, let's break this down.I log in to my laptop using my Microsoft account. However, recently, I wanted to switch to a user account on my laptop so I could still log in without internet access as it can be quite spotty on campus. So, when I went to create a user, Microsoft first prompted me to change the email I was currently using because I hadn't logged into it in over 6 months and it was a security risk. So I changed it to an outlook address. Then I went to go make a user. Everything seemed fine, but when I restarted my computer, I could no longer log in. I'm stuck in a boot loop, where af

LAPTOP is not accessible ..... Access is denied.

I am trying to share a folder on a LAPTOP. I have other a number of other systems that have folders Shared and they work fine, but with this one I get the error "LAPTOP is not accessible ..... Access is denied." when I try to access it from a different Win10 system. So I went thru the entire "How to Share Files and Folders Over a Network in Windows 10" tutorial step by step. File and Print Sharing is enabled, SMB1.0 client & server are running, and Everyone has Full Access to the Share. Still get the error. I have tried it with the Network Public and Private, with the same result. Any suggestions ?

I will try that... do you think I have complete access to replace the monitor cable without dismantling the laptop from step 1? *Eek!
