Windows 10: I cannot access privacy and security settings on Windows 11

I am unable to access my Privacy and Security settings, after a fresh windows install. I had a problem installing your latest cumulative update, so had to do a full Windows reinstall, I now get the following error message when trying to access my Privacy and Security settings:My account is set up as an administrator, I also added another account to see if that fixed the issue and it did not. Please assist.

Privacy and Security settings in windows 11 don't respond.

Access to Windows 11 Privacy and Security Settings

when trying to access Privacy and Security settings (as follows) I get a window that tells me to go to the Microsoft App Store:

Settings -> Privacy and Security -> Windows Security (to any of the selections) I see the App Store window. Here (below) is a copy of the window:

 

Settings freezes when I try opening Privacy & Security (Windows 11)

I tried all these steps and still cannot access Privacy & Security (Windows 11) in order to access windows defender to run full system scan.
