Windows 10: I cannot change settings on Windows 10

As mentioned above, I cannot adjust the settings of my PC, for some reason I also cannot run dxdiag on my PC as I get a "Bad Image" error. I have tried running Dism /Online /Cleanup-Image /RestoreHealth but I get the error "The system has attempted to load or restore a file into the registry, but the specified file is not in a registry file format." I've also tried running sfc /scannow, to which it says

"Windows Resource Protection found corrupt files but was unable to fix some of them.
For online repairs, details are included in the CBS log file located at
windir\Logs\CBS\CBS.log. For example C:\Windows\Logs\CBS\CBS.log. For offline
repairs, details are included in the log file provided by the /OFFLOGFILE flag."
I tried resetting my computer but as mentioned earlier I cannot adjust any of my settings (or access my settings at all, The settings window just pops up and sort of "ignores" my clicks but the hover effects are still there.)

Windows 10 Tweaks

Pressing “Windows+Pause Break” (it’s up there next to scroll lock) opens the “System” Window.

Windows 10: In the new version of Windows, Explorer has a section called Quick Access. This includes your frequent folders and recent files. Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK
