Windows 10: I cannot change the date of birth on the account and the region is the same on both parent...

I made this family account by mistake, and I tried to remove it or asked help from microsoft, and they couldnt fix the issues, and the advised to contact family safty specilist. Both child account and parent is mine, and there is no child, I am not using xbox or any games.A . Now all of my browsers, firefox, chrome and everything is locked, and the error that ask parent permission comes up.

I am trying to help my dad who cannot access his email because his profile date of birth has him listed as a child. His date of birth cannot be changed because he is the only user and does not have a "parent" to change his data. His name and other information can be changed but his date of birth is the only thing he cannot change. He is now concerned that he will have to set up a whole new account and loose all his emails. I can't find any information that is helpful.
