Task bar task order inconsistant

I keep several Icons in a certain order (one Click Programs) on the task bar. One of the Icons when executed replaces the Icon with the running task. Others keep the icon where it is and create a new Icon for the running task at the end of the list.
How do I make it so it works like the first one mentioned, keeping the icon and running task in the same position. If the programs icon is already on the task bar why create a new one when it is running? I never run two copies but if I did it should be next
to the other one, kind of group together setting like android Google contacts call history group together setting. Windows 10

• In Notification Area Icons, click on Select
  which icons appear on Taskbar.
• On in the drop-down list next to
  Power, and then click OK.

If the issue still persists you can try Updating the latest Power management driver software for Windows 10 from the manufacturer website.
