Windows 10: I cannot get the Mixed media portal to complete installation

This is a problem many have experienced in one way or another for many reasons, but I have not been able to find a solution that works for me.

I have the portal installed, during setup it asks me to plug the headset in, I do, it detects, downloads software, then fails. All drivers are installed.

I downloaded the FOD and this was the result:

That error code can also mean that the app cannot contact Windows update and/or the "system reserved" partition is too small, I also doubled the size of the partition and confirmed that update access is fine.

Please note: I can not run the 1803 cumulative update as it damages my start menu, I have tried 2 incarnations of it and both fail. (It causes considerable slowdown)
As we all know 1803 and later have been quite buggy to say the least.

Others have highlighted that you should have no pending updates, should delete the last update and should uninstall KB4093105. I never had that update installed and have tried everything else. I have attempted every suggestion I could find.

I even attempted to modify the cab and force it to be accepted, alas as expected that did not work.

Any ideas? The only other two options I have are to roll back to an old backup and lose data, or sell the HMD.

FreeBooter, I did a list to a "GET-APPXPACKAGE -ALLUSERS | More > Apps.txt" and "Mixed Reality Portal" is not in the list.

I followed these steps but Mixed Reality Portal is not in Programs And Features, so it's not possible to turn this feature off. Any other suggestions?
