Windows 10: I cannot get the WIN + . or WIN + ; key combos to bring up the emoji panel.

Machine Specs: Dell XPS 8900 Desktop, 16 GB RAM, 1 TB HDD


OS Specs: Win 10 Home, Ver. 2004, Build 19041.450


A few days ago I noticed that when I use the shortcut key combo to bring up the emoji panel, nothing happens.


I rebooted and tried again. Nada.


I checked the Settings App to assure that both the Region and Language were set to English United States. Both were. Rebooted, Nada.


I then checked in Task Manager that the Touch Keyboard and Handwriting Panel Service was enabled. Yes, it is. Rebooted. Nada.


I also checked the registry to see if there was an EnableInputShellHotkey key with a data value of 1. There was none, so I created it and rebooted. Still does not work.


Can anyone give me some guidance as to what to do next?


Unfortunately, I cannot remember when the shortcut combo was working properly although for a while it was working just fine because I do not use it that often, but when I do, it certainly comes in handy.


Any advice or pointers will be quite appreciated.

The emoji panel did not open.*Sad

Anyway,

I'm running the latest version of win 10 and the emoji panel will not open,
using either *Start+ ., or *Start + ; key's.

I've done a system file check and no integrity violations were found.

Is there a know service, that needs to be turned on/running for this to work?
Or maybe there's a setting I've overlooked, or perhaps turned off?

Any suggestion on how to correct this issue, would be greatly appreciated.
