Windows 10: I cannot login to certain apps because it is demanding I get code because "I'm accessing...

Yesterday when I got to work I noticed that I cannot login to certain apps on my computer and later discovered it was doing this on all of my computers. When I try to login to "outlook email" app, "Solitaire and casual games" app, and "microsoft authenticator" app on my iPhone, and "microsoft store" app, I immediately get sent to a page that says, "Because you're accessing sensitive info, we'll send a code to ***********@hotmail.com to verify your identity." I click get code and never receive the code yes, I checked spam. It does not give me other options to login or other options to auth

Unable to login to Paypal phone broken

I use an authenticator app on my phone for 2 step verification to login to paypal but my phone is broken so I can no longer get the code. I've tried using the microsoft authenticator app on another device but it's looking for a QR code to scan which I can't access since I can't login to paypal

Paypal tells me they is no way they can turn off the 2 step verification whjich means I cannot ever access my account.

There must be a way around this?
