Windows 10: I cannot open anything because my desktop keeps refreshing.

I have Windows 10. There are several events that lead to this constant desktop refreshing issue. Bare with me please.My computer was becoming sluggish a couple weeks ago. I tried to update my Trendmicro security and it disappeared from the desktop and tool bar. I tried re-downloading from the website and it failed. Got their customer service/tech department involved after a couple tries and they failed as well. The old file would not delete so we could reinstall. Have had windows defender on since to have some protection. I play Diablo Immortal on my PC, that too was very slow hardly playable

No List of Desktop Programs After Refresh/Reset

I just reset/refreshed windows 10 and chose the option to keep my files. The dialog said that all my desktop applicaitons would have to be reinstalled but that a list of them would be on my desktop when the refresh completed. Now the refresh has completed
and the list of desktop programs is not on the desktop.

I tried all the steps you provided. Each step completed successfully, however, the desktop and tool bar still continue to refresh. Any other suggestions?

 

Desktop keeps refreshing

My windows 11 desktop keeps refreshing too many times after I boot on my laptop, how do I rectify that?
