Windows 10: I cannot reset the password for an account due to an unviable verification method, what...

I am trying to recover my mother's Microsoft account since we both forgot the password to her account. However, when I try to reset the password and select a verification method, it shows my mother's old phone number, meaning I have no way of resetting her password or changing the phone number on her account to her current one. Unfortunately, that is the account's only verification method, and it does not have a passkey. I've tried to fill out the recovery form, but it has yet to be successful despite filling out as much information as possible. I don't know what else to do, so any help would

Without the questions, there would be no way to verify if it's you when resetting the password on the sign-in screen, so they just made it a requirement.

It's basically the local account's version of the Microsoft account's two-step verification.

However, if you don't use a password for the local account, you won't have any questions.
