Windows 10: I cannot sync photos in icloud for windows.

Passwords, drive, calendar and bookmarks all sync in icloud for windows but not photos. I have tried logging out, restarting, and changing the folder location but no go. I called Apple support and they said it is a windows issue as all my apple devices sync together.
