Windows 10: I cannot use the processor's maximum capacity.

I have been researching this problem for a long time but I could not find an effective solution. My friend has a Dell Gaming series notebook with 7th gen. Intel i7 and GTX1050. In some games that put a load on the processor, there is excessive freezing and slowing down. Interestingly, the fans of the computer do not run at high speed. I analyzed the computer and realized that the processor core temperature never exceeded 75° Celsius. The processor runs at low voltage when its core temperature reaches 75 degrees. This is also not good for my friend because it is very easy to reach 75 degrees (at the core!) on a laptop. His computer has a powerful dual-fan cooling system, but he does not need to use it because the core temperature does not exceed 75 degrees. I think this is about Windows 10 because there was no such thing before. My own laptop (Thinkpad X230) also has Windows 10. It works properly, but the problem I mentioned is sometimes seen in my notebook. But as I said, just sometimes. I don't know what triggers this temperature lock(?) on my computer, but it usually gets better when it's turned off and on. It always works on my friend's computer. Sorry for a long post. I could not solve this problem for a long time, so I wanted to explain it in detail. In short, I do not want the processor to have any temperature locks(?). We want to be able to use up to T / junction value.
