Windows 10: I cannot use the start menu, open settings, switch profiles, or view my files on my current...

For some reason, one day, the family computer stopped using the background I set, all files are no longer able to be accessed via the quick start folders downloads documents etc. and instead have to be accessed by going into the users folder and looking the the folders of another user I am sure we weren't using before. to make matters worse, the windows start menu, search bar, Cortana and even just the settings and control panel have stopped working. I just can't open them and some, but not all, shortcuts that use the windows key have stopped working, like win+. I have tried signing out by

Settings can't be opened using the built-in administrator account

Unfortunately I have the same issue as Dabz from upgrading win7 to win10.
I've tried opening settings using all the suggested methods and it will not load using my account with Administrator access nor the built-in Administrator profile. I also tried other methods not listed such as using Run. Control panel is just a stepping stone to add users in Settings.
I'm also having explorer.exe issues, which I believe is preventing Settings from loading.
Using cmd (Admin) I successfully created a new user profile [and granted admin access also using cmd (Admin)], however win10 will not allow this account to log on. win10 does not list this new user within control panel but it does in the start menu. win10 will not allow to log in or switch to the new account via the start menu either.
I can access settings in Safe Mode but this will not allow me to create a new account.
Any help/suggestions will be greatly appreciated.

Uncontrollable opening of File/Edit/View/Tools/___ menu...

I've been having this problem for at least a month now, and it's getting really annoying. Basically, while I'm using a program, the File/Edit/View/Tools/etc. menu will randomly open. I'm not accidentally pressing any buttons or anything, it just happens. While I'm typing on here (Firefox), before I know it I'll be pressing enter on one of those menus and crazy stuff will be happening. While I'm in Paint or CS3 using a toolbrush or something, it will cut off my paint supply and up top a menu will be open. It even happens in iTunes, WMP, OpenOffice, and Vuze (maybe more, but I can remember instances with those programs). Also, sometimes while I'm typing it will give me a ding and cut off my ability to type until I click the field. This whole thing seems to come and go. For example, right now one of those things I told about are happening at least once every 30 sec. But other times, it seems I can go a day with no problems. I've scanned with MSE and MWB but neither find anything bad. So, I'm up to any suggestions and hopefully you guys can help me out. *Oh Well hwell:

 

Lost default photo viewer after profile rebuild

Thanks Brink. I've tried those steps before i started searching Google. After the profile rebuild i don't have the Photo app listed to choose to make it default in either the system settings for default apps or the Open With option.

I can't even find it doing a search. Seems to have been removed somehow with the profile rebuild, which doesn't make sense.

Might be helpful to list what i've done I've done the open with check, the choose default program in the system menu, tried that in device manager default programs also. I've checked the programs and features Turn windows features on/off and it's not listed there (never thought it was but that was a suggestion), searched the MS Store, it's not listed there either.

I don't like playing in the registry unless i have defined steps and haven't found anything for this yet, just the Win7 version like in my OP.
