Windows 10: I can’t access my pc anymore

So For context my computer contracted multiple viruses and I didn’t want to pay more than $100 for a anti virus just for the few viruses. I decided that the best course of action is to just completely factory reset my PC. At first it ran smoothly but once it got to 64% on the installation it just completely stopped and now my pc will go on a cycle of turning off and then turning on for a split second for it to just turn off again and restart the cycle, and I’m not sure on what to do.

Quick Access not searching Pictures folder

Summary, that last suggestion didn't work.

• I moved the pictures to another folder temporarily.

• Then I tried to remove the Pictures folder with option one at Add or Remove Folders from This PC in Windows 10 | Windows 10 Tutorials. Even after rebooting, the Pictures folder remained.
• So I tried using option two. Same thing: reboot >> Pictures folder still there.

• Since there were no troubleshooting steps for this scenario, just for the heck of it, I ran through the restore steps. Copied some pictures into the Pictures folder, ran a Quick Access search and initial problem remains: Searching all of QA doesn't find any files in Pictures folder, running search on just the Pictures folder does. I want to run a global search and find matching files in any/all of the Documents, Music, Videos, and Pictures folders.

That article dates from 2015 and I'm guessing is out of date. I hope it didn't create potential future problems in my registry.

Bottom line: I'm still looking for a fix.

I understand that you are facing issues while accessing one PC from another PC over the network. For further clarity on the issue, please respond to the questions below.

1. Are the entire PC’s running Windows 10 1809 build version?
   
2. Have you tried accessing the PC using IP address of the PC?
   
3. Are the PC’s connected to domain network?
   

I certainly appreciate your efforts in trying to resolve the issue by performing certain troubleshooting steps.
