Windows 10: I can't add a new External Switch to Hyper-V!

I want to make an ubuntu server through Hyper-V to get the most performance from it, so I create the VM. Then I go to the Hyper-V's Virtual Switch Manager to create a new switch that use the External Switch option with the settings is External with my Wi-Fi driver because I didn't use Ethernet and "Allow management OS for management OS". But after click the apply it started to disconnect me from the internet which is normal because I done this on a different computer before but then it stuck and make the error message that I just put belowI tried many thing like update my driver, disable the n

Where is the Hyper V Manager, How to I start it ?

I am trying to setup an XP virtual Machine on Windows 10 Pro.

I followed the steps in Neil Peterson article of 5/9/2016.

System Requirements - done - ok

Install Hyper-V - done - ok

Create a Virtual Switch - skip

Create a Virtual Machine

Create a Virtual Machine with Hyper-V Manager

These steps walk through how to manually create a virtual machine and deploy an operating system to this virtual machine.

Uhhhhhhhhh - this step obviously implies one knows

1) Where the Hyper-V Manager is

2) How to start the Hyper-V Manager

Isn't that odd ?

I see Windows PowerShell Listed at top left corner --- It Does Not Say "Administrator" Maybe problem
