Windows 10: I can't change my date of birth in my account.

I have 2 accounts, both are linked for securiity reasons, the problem is taht account 2 has a birth date that indicates it needs parental permission; in acct 1 I tried to give permissions and change my date of birth but it doesn't let me, I already talked with the microsoft support team but they couldn't fix it. I just need to make acct 2 an adult account since it is my main mail profile for a lot of products, like DiDi, Rappi, Amazon, etc.account afected:*** Email address is removed for privacy ***

I am trying to help my dad who cannot access his email because his profile date of birth has him listed as a child. His date of birth cannot be changed because he is the only user and does not have a "parent" to change his data. His name and other information can be changed but his date of birth is the only thing he cannot change. He is now concerned that he will have to set up a whole new account and loose all his emails. I can't find any information that is helpful.
