Windows 10: I cant change my lock screen wallpaper in windows 11

I've had this problem for more than a year now, and I can't find a solution anywhere.Whenever I try to change my lock screen image in the settings, it just shows a gray image with a loading icon indefinitely. When I close the settings window and go back to it, it goes back to the previous lock screen image. here's a picture of the issue: I've also tried changing the lock screen image directly from the Photos app and it says "Try a different photo", it says that for every photo of different file formats. I really hope someone can help me with this minor but very frustrating issue. Note: I have

I am on 1803. I use Picture under Background and NOT Windows spotlight.





I didn't encounter the default wallpaper issue when I was warm booting. Try the HeatherS1969 approach carefully step-by-step.
