Windows 10: I can't change my user name

I'm the administrator for my PC and yet when I go to "User Accounts" and select my profile there is nothing in the place that should read "Change User Name." I can't change my user name on this PC. It's set on "User" after reinstalling Windows and it shows my Microsoft information below, such as my Name on Microsoft, e-mail address but there is no ability to change my PC name which is set on "user" I tried to find what to do and I found information that I need to go to the Account -> information -> local user. There is no such a thing like "local user" I don't understand why it is so

Are both the accounts are admin account?

I would suggest you to go through the below steps:

Steps: To determine the user account type:

• 
  Login to any account.
  
• 
  Press Windows key+X.
  
• 
  Click on Control Panel.
  
• 
  Click on User accounts.
  
• 
  Your user account will show and below that it will show your local account or admin account.
  
• 
  Once you know about the account type.
  
• 
  You can go to user account and change the name.
  
• 
  Press Windows key+R.
  
• 
  Type netplwiz and press enter.
  
• 
  Select the account and click on properties.
  
• 
  Change the user name and click on apply and then ok and one more time click on ok on the main screen.

  Reboot the computer and check if it helps
