Windows 10: I can't connect to internet

I'm not sure where else to turn for this problem. I bought my laptop used about 2 years ago, I'm not sure how long it was used before then. It is an Acer Aspire E5-523 running Windows 10 Home (and for some reason, under Windows specifications, the version says 2004)

Ever since I first got it, it's had trouble keeping an internet connection. I had only ever used it on WiFi, and sometimes it would connect to the wifi and sometimes it would act like it didn't exist. This seemed to be a common problem with Windows 10 laptops so I just figured there wasn't much i could do and just dealt with it. There were plenty of times where it connected to the wifi consistently for a long period of time so it wasn't that much of a hassle.

A few weeks ago, it wasn't connecting to the wifi at all, but I now noticed that the little wifi/internet icon that usually appears in the bottom right corner on the task bar was no longer there. I did everything I could to try to get it to connect to wifi again, but it just refused. It still is set up with my wifi, it acknowledges it as a valid access point and it's saved in my laptop, it knows that it's there, but no matter what it stays stuck at 'no connection'.

I figured that i just couldn't use wifi anymore, so I finally got around to purchasing an ethernet cable so I could use my laptop again. I plugged the cable in and......still nothing.

No icons. No internet. It acknowledges that there is an ethernet cable plugged in, but it doesn't accept any sort of internet connection. I get a firewall notification when I first plug the cable in, but that's it.

What can I do? Will I ever be able to use my laptop on the internet? For the record I live in an apartment complex that provides the internet for us. None of my roommates have any problems with the internet or using ethernet cables, and no other devices have any problems with the network.
