Windows 10: I can't create a pin, it keeps me in a loop

Hello,I received my dad's pc recently and I went to make a whole new profile on the PC and when I sign in it tells me that I need to create a pin. When I click next to create one to tells me something went wrong and that it couldn't be created. It gives me the option to retry and when I do it loops to the same screen. When I select the option to skip for now it puts me back to the sign in screen. I'm slot sure what I'm supposed to do so any help is appreciated. Thanks.

Create PIN Loop

I just bought a Dell laptop with Windows 10, I doing the startup procedures and got to the part which told me to create a PIN. I click on Create PIN then it went into what I would call a loop. I rebooted, each time I got to the create pin it would go in to a loop. Need help. Thanksl

 

Can't create pin for login. Pin stopped working

Hi Kevin,

To resolve your concern about creating pin to your computer, we suggest that you follow these steps:

• Navigate to C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\NGC (click to get permission when prompted).
• Delete the contents of that folder (delete everything in that folder, but leave that folder and everything above it).
• Go back to settings, accounts, sign in options.
• Your non-working pin will now be gone, and you can just click 'add a pin' and set it again.

A loop of being prompted to create a pin

Trying to sign into my laptop=>entered the password, it asked me to create a pin. I click next, “We weren’t able to set up your PIN. You can try again, or skip this step and set up a PIN later.”

Clicking on "Skip for now" takes back to main screen where I log into my Microsoft account. This is going in a loop and i cant login into my system.

I saw multiple solutions provided, tried each and every solution, but none worked. Impacting my exams. Pls point to the right solution at the earliest.

Now i'm stuck cant use my Hp laptop.
