Windows 10: I cant delete a program

Hi ,I deleted Game Maker Studio but recently I wanted to download it again but when I try to setup the installer says ı have already instaled the program but ı havent so ı looked files but there is no file and when ı looked up in applicatıons menu ı saw GMS but everything is blank expect name. I tried to delete it but it gived a eror says "'D:\Program Files\GameMaker\uninstall.exe' cant found by Windows".So ı cant delete ,it I cant open, it I cant install it again, ım unable to use it. I would be happy if someone can help ı want use the app.Thanks.

Why did the startup window get cleared?

I didn't missed any step, the list was gone and gone , even after using lot of programs the programs were not listed in that list.

 

Programs Missing From Control Panel List

I was able to get rid of XNVIEW by downloading it and using it's own uninstaller.
Have tried method suggested by Pyramid 10 with photoscape without success.
Can't figure out how to do what is asked.

Unable to delete a folder - Invalid folder name


Suggestion:

1. Run chkdsk x: /r to make sure that there's no HD corruption.
   x: is the drive containing the folder you want to delete.
2. Try to delete the folder again. If still does not work, go to step 3.
3. Download: Download - Linux Mint and create a bootable USB using: Rufus - Create bootable USB
4. Boot up with Linux Mint and try to delete the folder again.
   NOTE: Unlike WinPE. Linux does not have any Windows permission imposed to it so it is easier to delete.
