Windows 10: i cant enable one drive because it tells me i have to enable cookies, but when i go to...

in the bottom right of my home screen it tells me to 'start syncing again by signing in' but when i click to sign in it pops up with 'We can't sign you in. Your browser is currently set to block cookies. You need to allow cookies to use this service. Cookies are small text files stored on your computer that tell us when you're signed in. To learn how to allow cookies, check the online help in your web browser.' but then i open google and check my settings and it says i have cookies enbaled so i dont know what to do.

Sites tell me I need to enable cookies but cookies are enabled.

When using IE many sites ( see below) tell me I need to enable cookies. I do have cookies enabled and have checked many times. But, I still get this message.

How do I fix this?

On Start, flick left to the App list.

Click Settings , then flick left to the Applications screen.
