Windows 10: I can't find my tool box and I can't get java script up an I need it

I can't fine my tool box and I can't get java script up and i need it really bad. Question from non tecy old lady.

I use Windows 10.

Some websites require Java Script to be enabled to use their sites.

I enabled the requirement as per Microsoft Windows procedure.

However, the sites don't "see" the enablement.

Any suggestions?

A disabled JavaScript may result to limited or unavailable content or web page functionality.

Here's how to enable JavaScript in Windows:

• Open an Internet Explorer browser.
  
• Click Tools or the "Tools" icon (which looks like a gear), and select
  Internet Options at the upper-right part of the browser.
  
• Go to the Security tab.
  
• Make sure the Internet zone is selected, and then click on the "Custom level..." button.
  
• Click Enable for Active Scripting in the Scripting section in the
  Security Settings – Internet Zone dialog box.
  
• Select Yes if the "Warning!" window opens and asks, "Are you sure you want to change the settings for this zone?"
  
• Click OK at the bottom of the Internet Options window to close the dialog.
  
• Click the Refresh button to refresh the page and run scripts.

Thanks for your suggestion, but this is a prepaid phone --- no contract. As I said T-Mobile lists the number under an unknown carrier and suggested I contact Microsoft.
