My new computer can't detect my old hard drives that I plugged in.

Both are getting power. I can't see them on disk management or device manager. I updated my windows and drivers. I don't know what I'm supposed to do.... -

Troubleshooting by entering safe mode does not work because once in safe mode there are no option other than restart or shut down. I cannot access my computer and have received zero support.... -
