Windows 10: I can't get Phone link on my PC windows10 to download.

I can't get the Phone link on my PC Windows 10 to download. The toggle that says turn on phone link and the tab that says open phone link is gray unavailable. The message says "Downloading" but days later it still won't download. I've tried restarting my PC but it still won't download. Help, please.

To troubleshoot your issue, we suggest doing these following troubleshooting methods:

Method 1

• Turn off your PC.
• Press and hold Shift then turn on your PC.
• Wait for the setup (set up fixes the problem automatically).

Method 2

• Create a media creation tool by following the steps in this
  link.
• Select your preferred installation option and wait for the process to finish.

How can I disable the "Link your Phone and PC" notification in Windows 10?

The new "Continue on PC" feature that came with the Windows 10 Fall Creators Update also includes a notification that pops up saying "Link your Phone and PC". Answering no or clearing the notification gets rid of it, but after some amount of time and/or a reboot, it continuously comes back.

Presumably, if you actually install the app to link your phone it will stop giving you the notification, and I am also aware that you can completely disable suggestion notifications; however, I do not wish to use the phone link feature and I would prefer not to disable all future suggestions, as I could possibly be interested in one of them. Is there a way to specifically disable a single specific suggestion notification?
