Windows 10: I can't get rid of the icon that says voice record and has a red circle, it shows up on...

I don't know how this Voice Recorder icon appeared but its on every page on my computer. I can't drag it away or do any other prompt to remove it. Next to the Voice Recorder is a red round circle with a slash line through it. I searched on the web and things like powerpoint and audio come up but nothing that relates to the icon itself and how to get rid of it. If anyone could please help, I would be very grateful. Thank you.

Is there any way to remove the red circle from the Steps Recorder?

As the title says, is there any way to remove the red circle that appears after each mouse event (with the Microsoft Steps Recorder recording)?

Friday Okamgba. Pre installed voice recorder on Lumia phones is located in OneNote. Add a new Quick Note by tapping the + icon inside a circle, tap on the microphone icon inside a circle to start recording. You may also try downloading 3rd party voice recording
app from the Store.

under that is a gray box that says Cloudy 45 degrees shows hi and low and Washington as the location

Right click on it and nothing happens. Cannot drag it anywhere. Cannot delete it.

How do I get rid of it as it is in the middle of my screen?
