Windows 10: I can't log in to my account because my registered phone number is down.

I want to log in to my account but I cant because my phone number is not working any more so I need to change my phone number so I can log in to my account

I have a phone number registered with my Microsoft Account. However, whenever I attempt to use it for logging into the account, I receive the message, "That Microsoft Account doesn't exist," and I am required to use my email address to log in. Why am I
unable to use my phone number?

 

register PC with microsoft; use local account to log in

Just simply log in with your Microsoft Account.
Switch to Microsoft Account in Windows 10

Just go back to using a local account:
Switch to Local Account in Windows 10
