Windows 10: I can't open my downloads file on my D: drive and other files as well not all.

I can't open my downloads file on my D: drive and other files as well not all. When I try to open the downloads file, it keeps saying "A device that does not exist was specified. I've tried moving it back to the C: drive but it says that it couldnt copy the files because one of the files had a name longer than 256 characters even though it was EMPTY. The same happens for the other files I can't open. What should i do?I also can't upload screenshots here. dead serious

Simply, HOW? I got the DDS plugin but the POS wont open DDS files still. Can someone give me a step-by-step rundown of how to install the DDS plugin for gimp so I know if I'm missing something?
