Windows 10: I cant open my settings to turn my internet on I need help

When ever I try to open my settings to turn my internet on because for some reason it’s turned off it says “This file does not have an app associated with it for preforming this action. Please install an app or, if one is already installed, create an association in the Default App Settings page.” But when I try to run a cmd I can’t because my search ain’t working and when ever I try to run with the run thing to run a sfc scan and I try to use it on developer mode it says “C:\WINDOWS\system32\cmd.exe The device is not ready. I’ve been having this problem for months and I just want to play pleas

Internet Explorer won't open

Hi,

• If you cannot start Internet Explorer, you can open the settings window by pressing Windows Key + R, typing "inetcpl.cpl" in the Run box, and then pressing Enter. After the
  window is open, follow the steps that are described in the "How to reset Internet Explorer settings" section.

If above steps failed to solve.

• Try to create new user account and then open IE.

Or

• Try clean installation method to reset your system.

 

My manual internet proxy service (which is always set to OFF) - turns on and effectively disconnects my internet connections

Select the Delete personal settings check box if you would also like to remove browsing history, search providers, Accelerators, home pages, Tracking Protection, and ActiveX Filtering data.
