Windows 10: I can't open speech recognition.

I have looked up countless solutions, but none of them work. They say to go to some "advanced settings" in control pannel but it is literally not there. It says "Speech recognition could not start because the language configuration is not supported.". How do I fix this?

• Press Windows+X key on the keyboard
• Click on control panel
• Select speech recognition
• On the left hand pane you will see Advance speech option
